RASTER TOOLS AUTOCAD INSTALL
Not everything 2018 uninstalled fully, so maybe that caused something to not properly install and configure in 2019. The only other thing I can think of is 2018 Raster Design caused some sort of issue with 2019, but the thing is I uninstalled 2018 Infrastructure Design Suite and all components before I started the installation of 2019 AEC Collection. He said it was in the readme document of Raster Design. Use Raster Design tools to quickly and easily insert, edit, correlate, convert, and manage your images, regardless of the source. So with that said, I suggested to Autodesk that some sort of installation document be posted to let users know of sequence of installation recommended. Raster Design is a complete suite of tools for working with scanned maps, aerial photographs, and other digital raster images.

Also, in the desktop app, Raster Design is before Civil 3D, but typically if one update is required before another update, it usually prompts as such. But i cant find Raster Design Tools or program separately. Note:By default, the menu bar in AutoCAD is hidden. AutoCAD Raster Design is an application that is built on top of AutoCAD. That's how I installed the AEC Collection. All AutoCAD Raster Design toolsetmenu options are located on the Raster menu.

Autodesk said it could've been sequence of initial installation that caused this or sequence of updates thru desktop app, meaning I could've installed or updated Raster Design before a pre-requisite such as Civil 3D. After the re-install, I was able to use the toolbars on the Raster Tool ribbon and everything works as it should. This can also happen after rotating the raster image. We tried a repair but it didn't work, so we re-installed Raster Design 2019 over top of what I had and that worked. Products and versions covered Issue: When reopening a drawing in AutoCAD or Civil 3D that has an embedded raster image, the image will not show in the drawing (nor in plot preview).
